PTA Constitution:
I. Name The name of this organization shall be the Rabat American School Parent Teacher Association (RASPTA).
II. Mission Statement The Rabat American School Parent Teacher Association is an open, multicultural organization of all parents (guardians), faculty, and administrators. Our mission is to work together to support students and their families educationally, socially and culturally within an integrated community of learning at RAS by:
• Improving and advocating communication within the RAS community; • Providing programs, activities and services that strengthen and support the RAS community; and • Supporting the mission of RAS
III. Membership The Parent Teacher Association (PTA) is an official organization of the Rabat American School. All parents and guardians of RAS students and RAS faculty are automatically members of the PTA.
IV. The Executive Board The PTA shall be represented by the four elected officers comprising the Executive Committee, PTA Class Liaisons from each class, a faculty representative selected by the Rabat American School Teacher Association (RASTA), and the Chairpersons of all Standing Committees. Together, these representatives shall comprise the PTA Executive Board.
i. The Executive Board shall hold regular monthly board meetings, convening at least six (6) times during the school year. ii. All monthly board meetings shall be open to any interested PTA member and shall be advertised in advance by a notice in the RAS Hotline. iii. Only members of the Executive Board shall have voting rights at the monthly board meetings.
V. Officers The Executive Committee shall consist of the following elected officers: President; Vice President; Recording Secretary; and Treasurer.
i. The terms of office of these four (4) officers shall begin the day after the last day of the school year, with a joint meeting in May or June. ii. Unexpired terms of office of any one of the four Executive Committee members shall be filled by appointment by the remaining members of the elected officers. In the event of a vacancy in the Presidency, the Vice-President shall serve as Acting President for the remainder of the term of office. iii. Standing Committees and Class Liaisons may be set up by the President as needed. The chairpersons of the standing committees and the class liaisons are appointed in the spring by the Executive Committee and serve as members of the Executive Board, with terms of office as provided for in V(i) above. All Standing Committee Chairpersons and Class Liaisons shall have a vote at the monthly PTA Board Meetings. iv. The Executive Committee Officers provided for in V above shall be elected by PTA members at a General Meeting in May. v. The duties of the officers shall be as follows:
The President: The President shall set the agenda and preside at all Executive Committee and General Meetings, following Roberts’ Rules of Order; appoint the Chairpersons to fill vacancies of all standing committees and be an ex-officio member of such committees; appoint and instruct the members of the Nominating Committee in March or April; serve as PTA Liaison to the RAS School Board or appoint another officer to serve as PTA Liaison to the RAS School Board. In the event of a vacancy on the Executive Committee, the President shall call a special meeting to fill the vacancy by appointment.
The Vice President: The Vice President shall assist the President in discharging his/her duties and shall serve as acting President in the absence of the President. The Vice President shall be responsible for the PTA Class Liaisons; facilitate, and coordinate and distribute information between the Class Liaisons and the Executive Committee; and select three (3) members from the Class Liaisons to serve on the Nominating Committee in March or April. In the event a Class Liaison cannot serve for the entire year, the Vice President shall appoint a new liaison for that class from among the class parents. In the event of a vacancy in the Presidency of the PTA, the Vice President shall serve as acting President for the remaining term.
The Treasurer: The Treasurer shall take charge of all money and make payments authorized by the Executive Committee. The Treasurer is responsible for the annual budget. The Treasurer shall prepare a report for each Executive Committee meeting and also an annual statement, to be presented at the annual joint Executive Committee meeting in June.
The Recording Secretary: The Recording Secretary shall keep Minutes of the Executive Board and Special meetings and distribute a copy to each member of the Executive Board on the Friday before the next regular meeting, and shall maintain a file of these Minutes. The Recording Secretary shall also be responsible for submitting PTA news to the Hotline and for maintaining the PTA Bulletin Board at the front entrance of the school.
PTA Liaison to the RAS School Board: the PTA Liaison to the School Board shall be appointed by the President from among the Executive Committee Officers and shall coordinate and distribute information to the RAS School Board upon approval by the Administration; assist the communication between parents, the school and the School Board; and present the Minutes of each PTA Board meeting and an annual report to the School Board.
PTA Class liaisons: Each class or grade, including preschool and kindergarten, shall have one (1) or two (2) PTA class liaisons. The Class liaisons shall maintain an email and telephone list of all the families in that class/grade and shall facilitate the distribution or exchange of information between the Executive Board and/or the school and the parents. The Class liaisons shall organize a social event for parents at the beginning of
the year to allow them to know each other better. They shall be responsible for recruiting volunteers from among their class parents to help with PTA sponsored events. Class liaisons shall have a vote at the monthly PTA board meetings.
Standing Committee Chairpersons: The Chairpersons of Standing Committees are selected in the spring or may be appointed by the President as needed. All Standing Committee Chairpersons shall have a vote at the monthly PTA board meetings.
VI. Elections A Nominating Committee meeting will be called by the PTA President in March or April. The Committee shall consist of a PTA Executive Committee member and a representative from each school division (a class liaison or other interested parent) for a total of four (4) members. The President of the PTA will meet with the Nominating Committee after the March or April Board meeting to advise them of the nominating procedures.
i. The Nominating Committee shall prepare a slate of candidates for four (4) Executive Committee positions. The chairperson of the Nominating Committee must determine from each candidate her/his willingness to be nominated and to serve the term if elected. ii. The Nominating Committee shall also solicit the names of PTA members who are interested in serving as standing committee chairpersons or class liaisons. iii. An announcement shall be published throughout March and April in the RAS Hotline inviting any member of the PTA interested in serving on the Executive Committee or on one of the standing committees to notify the Nominating Committee of his or her willingness to serve. iv. The proposed slate shall be presented in writing to the Membership in April or May, at least two (2) weeks prior to the PTA Annual General Meeting. Further nominations in writing may be made to the Chairperson of the Nominating Committee up to three (3) days before the May General Meeting. v. The election of officers shall be held at the PTA Annual General Meeting in May. vi. A written annual report from each outgoing officer and committee chairperson shall be compiled and made available to the general membership at the Joint Executive Board Meeting in June. vii. No person shall serve more than two consecutive years in the same position on the Executive Committee.
VII. General Meetings The Executive Committee (IV) shall schedule at least three (3) general meetings during the academic year, including the PTA Annual General Meeting in May. The meetings shall be informative and consistent with the mission of the organization (II above) and be conducted according to a previously set agenda.
VIII. Dissolving the PTA The PTA Executive Committee may call a General Meeting to dissolve the organization if and when the conditions warrant such action, i.e. lack of interest in the organization and/or willingness of parents to assume leadership responsibilities. Notification in writing will be
made to all PTA members two (2) weeks prior to such a meeting. A two-thirds (2/3) vote in favor of dissolution by those members present will be necessary to dissolve the organization. In the event of dissolution of the PTA, all assets of the PTA accounts shall be credited to the RAS Development Fund.
IX. Amendments to the Constitution Amendments to this constitution may be proposed in writing to the general membership and voted on at a meeting called by the Executive Committee. A two-thirds (2/3) vote of those present shall be necessary for adoption. Notification in writing to all members will be made in advance of such a meeting.

Current Standing Committees
Book Fair Coordinator is responsible for the selection and purchase of books and the organization and management of the annual PTA Book Fair.
Hospitality Coordinator is responsible for organizing • The Welcome Tea • The Community Picnic (Fall) • The International Luncheon (Spring)
PTA Sports Events Coordinator provides PTA support and assistance during school-sponsored tournaments and sports events. Specifically, the PTA Sports Events Coordinator is responsible for • The purchase and sale of drinks, food and popcorn during sports events • Finding families to host visiting students • Organizing potluck dinner and/or social events for visiting teams during tournaments • Stocking food in the Hospitality Room for visiting coaches during the tournaments
Faculty Appreciation Coordinator in responsible for • The Faculty appreciation luncheon in June • Two other small events, to be determined, during the course of the year.
PTA Sales Coordinator is in charge of the purchase and sale of PTA Spirit items, school supplies, and any other sales or promotions run by the PTA.
PTA Representative for the Development Committee attends monthly Development Committee meetings and serves as a liaison between the Development Committee and the PTA, with specific responsibility for providing PTA support for the Auction Dinner Dance.
